The regulations and notifications from the U.S. Department of Transportation (US DOT) and Canadian Transportation Agency (CTA)


On itineraries to and from United States (including U.S. territories) or Canada, it is decided whose baggage provisions (baggage allowances and charges) are applied based on the regulations and notifications from the U.S. Department of Transportation (USDOT) and Canadian Transportation Agency (CTA).
Under these regulations and notifications, the baggage provisions of the first marketing airline will then apply to your flight ticket's entire itinerary.

Applicable itinerary

  • When the journey is to/from United States (including U.S. territories) or when furthest stopover point is United States (including U.S. territories) in the journey, USDOT regulations take precedence.
  • When the journey is to/from Canada, or when furthest stopover point is Canada in the journey, CTA regulations take precedence.

Select applicable baggage rules

The first marketing carrier to select which rule (either 1. or 2. below) applies throughout the itinerary. Japan Airlines selects 1.

  • Marketing carrier rule is applied in case of code share.
  1. The first marketing carrier’s rule applies to the entire itinerary.
  2. The first MSC carrier’s rule applies to the entire itinerary.
  • For more information about MSC, see “About IATA Regulations”.
  • If the boarding class for inbound is different from the one for outbound, the baggage rules for each boarding class will apply for both 1. and 2. cases.
